You have written a paper, and you have received two reviews of that paper. Edit/re-write your paper using the feedback contained in those reviews as you see fit. As with your first version of this paper, it must be double-spaced, with 1-inch margins, and no longer than 4 pages.
As the author, you must decide whether and how to respond to the feedback provided by your reviewers. Some of the suggestions will be easy to follow. You may disagree with others. The most difficult feedback may suggest extensive changes to your paper. If you believe that the reviewer is correct, then then should put in the work and substantially modify your paper. Ultimately, your responsibility is to produce a compelling thesis and strong support for that thesis. Anything your paper can do pre-empt objections and persuade the reader is beneficial.
